Kelly was arrested after giving a breath reading of 44mgs and police were opposed to the bail application.
Defence solicitor Paddy MacDermott said that Kelly is 'a man with a drink problem' and said that there had been no new offending since his last release.
Bail was granted and he will appear again on April 29.
